Development dialogues on heat supply in Munich test areas

What comes after municipal heat planning – participatory workshops on heat supply options in Munich test areas

The city of Munich published its municipal heat plan back in 2024. However, heat plans usually leave blank spots on the map – areas where less than 80% of buildings can be supplied with climate-neutral heat using the same solution in the future. These areas need to be examined in more detail – which is exactly what IREES GmbH and e-think energy research are currently doing in collaboration with the RKU (Department of Climate and Environmental Protection) of the City of Munich in three selected test areas.

In order to incorporate local knowledge from stakeholders into the analyses and to initiate early discussions on topics such as acceptance, workshops have been held in three larger test areas over the past few days.

Our takeaways:
🧩 Individual solutions tailored to local conditions are needed – including several approaches that can be creatively combined.
🔥 Many of the people and organizations on site want to make a difference – the motivation for the heating transition is often there, but practical problems stand in the way.
🤝 The heating transition is a joint effort – residents, local institutions, tradespeople, politicians, and various administrative units must engage in dialogue and pull together.

We are therefore all the more delighted that all these stakeholder groups were represented at the workshops, enabling us to work together to fill the gaps in heat planning—thank you to all participants!
