Background

With the Climate Protection and Climate Change Adaptation Act of Baden-Württemberg, the state has established binding climate targets for 2030 and 2040. Greenhouse gas emissions are to be reduced by at least 65% by 2030 compared to 1990 levels, and net greenhouse gas neutrality is to be achieved by 2040. Additional sector-specific targets apply to areas such as the energy sector, industry and transport. The state government’s climate protection measures are compiled and continuously updated in the Climate Action Register. The Act, adopted in 2023, was most recently amended in July 2025 to align it with federal legal requirements.
Regular monitoring is used to assess the development of greenhouse gas emissions and progress towards the climate targets. The Climate Protection and Projection Report forms part of this monitoring framework and was prepared for the first time in 2024. The 2027 report builds on this work.

Goals and Results

The project develops the section on greenhouse gas emission projections for the 2027 Climate Protection and Projection Report of Baden-Württemberg. For the relevant emission sectors, the future development of greenhouse gas emissions is analysed and assessed with regard to the sectoral targets for 2030 and the state’s climate targets for 2030 and 2040. In addition, potential causes of deviations from the target pathways and the relevant decision-making levels are analysed. Particular attention is given to the contributions and interactions of climate protection measures at federal and EU level. Important aspects of a polluter-based perspective are also taken into account. The results are intended to identify options for further developing climate protection measures and returning to the respective target pathways.
