Background
The containment of global warming and the associated need to reduce greenhouse gas emissions require changes in almost all areas of life. The heating sector, with space heating, hot water and process heat, is responsible for around a third of the greenhouse gas emissions produced in Germany and is therefore a key area for action in reducing emissions. The municipalities of Hoyerswerda, Spremberg and Weißwasser have set themselves the ambitious goal of becoming climate-neutral by 2045. The creation of a municipal heating plan (KWP) is an important step on the way to reducing fossil fuels in the heating sector and promoting a sustainable heat supply. This planning initiative is supported by the German government as a key instrument for transforming the heating market towards a climate-neutral heat supply.
Goals and Results
The aim of heat planning is to develop a comprehensive and strategic document that takes into account both the legal requirements and the specific circumstances of cities. With the amendment of the Building Energy Act 2023 and the Heat Planning Act, municipalities with up to 100,000 inhabitants are obliged to draw up heat planning by mid-2028.
