Transforming building heating in a socially responsible manner
Client
Bundesinstitut für Bau-, Stadt- und Raumforschung im Bundesamt für Bauwesen und Raumordnung – BBSR
Duration Februar 2026 – August 2027
Background
In this project, IREES supports research aimed at improving the social acceptability of the heat transition. The background to this is that the transformation of the building sector towards a renewable heat supply involves considerable social and economic costs. In this context, it is important to also integrate households and micro-enterprises that are particularly affected by the measures due to older buildings or technology. On the one hand, this is necessary to ensure the acceptance and effectiveness of climate protection measures and to promote social cohesion.
Goals and Results
The project aims to conduct an in-depth investigation into the social compatibility of various strategies for transforming the building sector and decarbonising heat supply. To this end, existing instruments and measures will be analysed in terms of their social impact and interactions. Relevant European legislation will also be taken into account. The factors of total costs, cost shifting, efficiency and social compatibility will be systematically analysed.
