The path to a sustainable, energy-efficient development in industrial countries is extremely challenging; it leads not least through activities at a local level – with the local/regional authorities and as many as possible of the stakeholders affected in a city, i.e. decision makers, investors and private households. They have to implement an energy and climate protection concept, i.e. get investment-related and organisational innovation processes going.
