Background

The heating transition is a central component of the energy transition in Germany in order to achieve the climate and energy targets by 2045. The heating and cooling sector, which is currently predominantly based on fossil fuels, must be transformed. National laws such as the Heat Planning Act (WPG) and the Building Energy Act (GEG) as well as European directives support this change.

Goals and Results

The challenges lie in the technological changeover, infrastructure development and the creation of suitable legal and economic framework conditions. Financing the heating transition requires considerable investment and viable business models.

The project provides scientific support in the development of the necessary framework conditions. By analysing the interactions between different instruments, the aim is to create a consistent and effective framework for the heating transition that contributes to achieving the climate targets.

Tasks of IREES

  • Evaluation of the costs of the heat transition

  • Support and advice on the comprehensive assessment in accordance with Art 25 EED

  • Support in dovetailing heat planning with other heat transition instruments and the evaluation of heat plans
