Assessment of the CO2 reduction potential in buildings for the Land of Bremen

In anticipation of ongoing climate change, the Enquete Commission “Climate Protection Strategy for the State of Bremen” was set up in Bremen at the beginning of 2020 with the aim of presenting a comprehensive climate protection strategy for Bremen and Bremerhaven that defines climate protection targets for the year 2030 and contains strategies and measures for achieving these targets. The measures contained therein are based on the one hand on the global CO2 budget and the principles of climate justice, but also take into account the local scope for action and the acceptance of society. The concrete political recommendations for action and implementation are intended to achieve the fastest possible reduction of greenhouse gas emissions in the sectors. The measures cover the sectors of energy and waste management, industry and business, mobility and transport, and buildings and housing, as well as science and education, consumption and food, and the associated consumption of resources.
The sector “buildings and housing “1 includes the residential buildings of private households and non-residential buildings in the tertiary sector and industry. The Enquete Commission has proposed a series of measures to achieve both an increase in activity and a rapid diffusion of target-compliant technical and behaviour-based measures.
